The objects and reasons of this Bill are to carry out amendments to a number of areas mainly concerning sexual offences and the legal position of minors. The Bill widens judicial discretion in the punishment of those offences, extends the jurisdiction of the Juvenile Court from sixteen to eighteen years, classifies sexual acts between human beings and animals as a form of cruelty to animals and asserts the right of persons who reach the age of sixteen years to receive psychiatric treatment and counselling, apart from other medical treatment and care, upon their own decision
