Objects and Reasons

The main Object of the Bill is that of repealing the existing Import Duties Act of 1976, introducing a new Act in line with the Harmonised Commodity Description and Coding System (as adopted and published by the Customs Co-Operation Council). The Bill also introduces new provisions with respect to the disposal of goods imported free of duty, the forfeiture of goods under the Customs Ordinance when goods imported for temporary use are not re-exported within the time stipulated, and the introduction of a transitory period within which persons aggrieved by a forfeiture effected under the Import Duties Act, 1976, can challenge such a forfeiture.

The Bill also makes a provision in line with the Customs Convention on the A.T.A. Camet for the Temporary Admission of Goods, granting relief from duty in case of goods imported for fairs, exhibitions and displays among other things.
