The objects and reasons of this Bill are to introduce provisions for the prevention of driving under the influence of alcohol or drugs, to increase the punishments for such conduct and to introduce a mandatory prison sentence for involuntary homicide committed as a result of driving a vehicle under the influence of alcohol or drugs. Moreover, the Bill establishes the manner in which drug testing may be carried out and provides for the power to carry out random tests for the protection of public order, public safety and the rights of others, even without the need for reasonable suspicion in respect of the particular person.
