Objects and Reasons
The main objects and reasons of this Bill are to provide for the establishment of the office of Director for Animal Welfare, to provide for the new composition of the Animal Welfare Council, to provide for the appointment of the Commissioner for Animal Welfare and to designate powers thereto, to provide for a prohibition on the use of animals in circuses, to strengthen enforcement powers and better define the powers of animal welfare officers which are not specifically mentioned in the principal Act, to review fines for offences committed under the principal Act or regulation made thereunder.
