The Object of this Bill is to provide fiscal incentives, training grants, relief from Customs duty, factories, soft loans and other forms of assistance to manufacturing industries, and to regulate the administration of the said incentives and assistance; to establish an Appeals Board to hear and decide on complaints by parties aggrieved by decisions taken m the administration of the incentives and assistance; and to provide for penalties regarding offences for infringements of the provisions regulating the entitlement to, and enjoyment of, the incentives and assistance.
