The objects and reasons of this Bill consist of the increase of the possibility for reduction in punishment in the case of persons giving information on conspiracies to deal in drugs and other drug dealing, the taking of legislative measures which allow more proportionality in the punishment of relatively minor offences against the drug laws and the increase in the possibilities for rehabilitation of persons suffering from drug dependence through the widening of the scope of application of the measures available under the Drug Dependence (Treatment not Imprisonment) Act. The Bill also includes provisions to affirm the independence and impartiality of the Drug Offenders Rehabilitation Board and to provide a legal channel for the possibility of revision of decisions of that Board by the referring courts
