L-għan tal-Abbozz huwa sabiex ikun hemm Tribunal li jittratta lmenti dwar inġustizzji allegati li ġraw bejn id-9 ta' Mejju 1987 u l-15 ta' Mejju, 1995, u sabiex jipprovdi mezz ta' rimedju lil persuni li jħossu ruħhom vittmi ta' dawk l-inġustizzji.
