The Object of this Bill is to provide for a Parental Allowance, a Handicapped Child Allowance and other benefits as announced in the Budget for 1988; to provide for changes in the functions of the Welfare Committee in connection with state-owned hostels for the care and welfare of the elderly and home-care/home-help services for the elderly and matters ancillary thereto and to provide for the payment of Class Two contributions strictly on the basis of the actual net income received.
