The Object of the Bill is to revoke the right of pre-emption which Government has in the case of sale of immovable property, to provide for the establishment of a board to determine the duty chargeable in cases of disagreement between the Commissioner and the person liable to the duty on the assessment of duty and for an appeal to the Court of Appeal; the Bill provides also for a penalty in cases of evasion of duty.
