The objects and reasons of this Bill are to update the functions of the Authority to reflect the contemporary activities and functions carried out by the Authority, to increase the powers of the Chairman in order to gather necessary information for the carrying out of his duties, to appoint a Chief Executive Officer and to stipulate his powers and duties as delegated by the Board, to empower the Minister responsible for Housing with the power to make regulations, to grant the right of entry to representatives of the Housing Authority in specific cases, to provide for special procedures for the recovery of debts due to the Authority, to institute a special procedure for any breach contemplated in the principal Act.

The Bill shall also provide for the inclusion of the Housing Authority in Schedule 3 to the Public Procurement Regulations.
