The objects and reasons of the Bill is to eliminate the grandfather clause which creates a distinction between those applicants who could have applied within the stipulated time-frame with the consequence of obtaining a warrant and those applicants who owing to the lack of practising hours required at the time, could not have applied within the stipulated time-frame.
