The objects and reasons of this Bill are to clarify the wider scope of the legislation by encompassing public-sector bodies and public  undertakings, as well as to further clarify the obligation to adopt national policies and make practical arrangements that encourage the production and availability of relevant documents in accordance with the principle of "open by design and by default" and according to the FAIR principles.
